Policy and background
    For strengthening the supervisory management in the process of production, operation and application of the pesticides to assure the quality of pesticides and protect the agricultural and forestry productions and ecological environment in order to safeguard the human-beings and livestock, the State Council of the People's Republic of China published “Pesticide Management Regulation”, which was implemented on 29th November, 2001. It stipulates that the production, operation and application of pesticides must apply with this regulation within the territory of PRC.
    According to the stipulations of “Pesticide Management Regulation”, our country implements the system of pesticide registration, and the production (including original drug production, processing and sub-packing of preparations) of pesticides and import of pesticides must be registered.
    During the declaration of pesticide registration, the researchers, manufacturers or the foreign enterprises who sell the pesticides to China should provide the pesticide samples to the administrative department in charge of agriculture of the State Council or to the administrative department in charge of agriculture of the State Council through the administrative departments in charge of agriculture of the provinces, autonomous regions and municipalities, and provide the materials in the aspects of the product chemistry, toxicology, pesticide effects, residues, environmental influences, labels and so on, according to the requirements of pesticide registration stipulated by the administrative department in charge of agriculture of the State Council.
