    To control the environmental risks of the new chemical substances, guarantee the human health and protect the ecological environment, the Chinese Ministry of Environmental Protection issued the NO.7 order on 19th January, 2010, that is “Measures for Environmental Management of New Chemical Substances” (referred as “China REACH” at abroad), which has been implemented since 15th October, 2010.
   “Measures for Environmental Management of New Chemical Substances” stipulates all the manufacturers or importers of the new chemical substances must apply declarations to the chemical registration center before production/import, and receive the registration card of the environmental management of the new chemical substances, otherwise, production/import will be forbidden. “Measures for Environmental Management of New Chemical Substances” becomes another great challenge for Chinese and multinational manufacturers and importers of chemicals.

    Legislative purpose
    To control the environmental risks of the new chemical substances, guarantee the human health and protect the ecological environment.

    Scope of application
    Environmental management of the engagement in researching, producing, importing and processing & applying the new chemical substances within the territory of PRC. Environmental management of the relevant activities of new chemical substances within the free trade zones and export processing zones.
    Environmental management of the relevant activities of new chemical substances, such as medicines, pesticides, veterinary drugs, cosmetics, food, food additives, feed additives and other raw materials and intermediates.
    It is designed as the article intentionally releasing the new chemical substances contained     during the conventional service.

    Basic system
    Our country implements the risk classification management for the new chemical substances, executes the declaration and registration and monitoring & control system.

    Registration Card
    The manufacturer or importer of the new chemical substances must declare before manufacture or import, and receive the registration card of the new chemical substance environmental management. The new chemical substances, which have not received the registration card, are forbidden to be produced, imported and processed & applied. The new chemical substances, without receiving the registration card or without being registered and declared, are forbidden to be applied in scientific research.
    Type of declaration
    Declarations of the new chemical substances are classified into the conventional declaration, the simplified declaration and the registered declaration of scientific research.
    Series declaration, joint declaration and repeat declaration
    Qualification of declarer
    The declarer or its agent of the new chemical substances should be the registered institution within the territory of China. The declarer, who does not declare the new chemical substances for the first time, should have no illicit records of administrative penalties due to the violation of the environmental management regulations of the new chemical substances in recent three years.
    Testing institution
    The domestic test institution, which provides the test data in purpose of declaring the new chemical substances, should be the test institution of chemical substances announced by the Ministry of Environmental Protection, and be supervised & checked by the Ministry of Environmental Protection.
